On April 27, Wei Fengsi, the academician of the Chinese Academy of Sciences and the chief academic adviser of the school of science, was appointed as the president of the Institute of Space Science and Applied Technology (ISSAT) of Harbin Institute of Technology (Shenzhen). Zhou Yu, the academician of Chinese Academy of engineering and the president of Harbin Institute of technology (HIT), delivered the appointment letter to Wei Fengsi. Cao Xibin, the assistant president of HIT and the president of Aerospace College, Zhen Liang, the assistant president of HIT and executive deputy director of campus preparation office, Zhang Min, the deputy secretary of the Party committee of the campus preparation office, and the other members of the preparation office, Liu Hongjun, Han Xishuang, Zhou Chaoying and Zhang Sumei attended the ceremony.
After the report of Wei Fengsi regarding the future plan of ISSAT, the president Zhou Yu, expressed his appreciation for the tremendous efforts and appropriate development plan of the institute. He said that HIT will devote every effort to support academician Wei and his team to build up a high-level and cutting-edge institute.
In terms of the construction of the ISSAT, Zhou Yu made four suggestions: first, enhance the top-level design and build up an excellent team in the mode of "master + team"; second, recruit excellent faculties from all over the country and even the world, adopt the team construction mode of full-time and part-time combination, and strive to make obligated contribution to the economic and social development of Shenzhen and our country; third, take the advantages of advanced concept and developed economy of Shenzhen; finally it is the process of strengthening and enlarging the space discipline, which is also the process of cultivating talents and producing achievements. It will integrate talent training with scientific research, and promote school teaching and scientific researches to a new level.
Wei Fengsi introduced the purpose, concept, goal, structure and implementation plan of the Institute in details. He said that ISSAT will be open to the outside world, adhere to the spirit of self-improvement, take innovation as the foundation, bravely climb the scientific and technological peak, boost the development of China's space science and application technology, balance the national strategic layout of space science and technology development, enhance the independent innovation ability of China's space science and application technology in related fields, accelerate the integration of space science and technology innovation with economic and social development, and contribute to the science and technology society, economic development and national security.
Wei Fengsi also made a report on the "infrastructure of Shenzhen low latitude space environment monitoring station" (the second phase of the meridian project), and said that it will provide important support for the construction of a new South space science and technology center, a space environment application and security center and a space science and technology industry innovation center, and has a significant and far-reaching impact on the economic and social development of Shenzhen city.
It is reported that at present, the research institute is in the preparation stage, and is expected to be officially established in June this year, with nine laboratories. With an open attitude, ISSAT will attract more and more cooperation institutes ,and excellent talents will be able to carry out work in the fields related to space science and applied technology in different ways, such as a full-time or part-time staff. It is expected that within five years, the institute will gradually grow into an important base for innovative achievements and talent cultivation, and will undertake major national tasks and reach up to the international advanced level.

Wei Fengsi was elected as the academician of Chinese Academy of Sciences in 2005, and is now the chief academic consultant of Science Institute of Harbin Institute of Technology (Shenzhen). He has won six national and ministerial awards, including the second prize of National Natural Science Award, and the science and technology progress award of He Liang He Li foundation. In 1993, he came up with the scientific concept of the national large scientific project, namely, the "meridional project", and served as the head of the overall team and working group, and the director of the science and technology committee. Since 2002, he has been the leader of the discipline steering group in the priority development fields of "sun-earth space environment and space weather" of the Ministry of Earth science and technology of the State Science Foundation of China. He has successively presided over the development strategy research of China's space weather support capability, space science, digital space and other disciplines.
